The African Action Congress has issued a seven-day ultimatum to the Olorunda Local Council Development Area in Lagos to suspend a N300 weekly levy imposed on point-of-sale operators, demanding full disclosure of the legal basis for the charge and an account of all collections made since May.

The ultimatum follows a petition filed on Wednesday by advocate Comrade Alfred O. Some fun and affected POS operators formally challenged the levy and called on council authorities to justify its introduction and explain how proceeds have been used since collection began.

The levy was introduced through a notice dated Tuesday, April 22, 2026, and signed by Olorunda LCDA Chairman Hon. Ajose Peter Kumayon. The African Action Congress says the council has failed to provide any legal framework backing the charge imposed on small business operators within the council area.

The party’s ultimatum gives the Olorunda LCDA seven days to suspend the levy and produce documentation showing the statutory authority that empowers the council to collect such fees from point-of-sale operators conducting business within its jurisdiction.

Beyond the suspension demand, the African Action Congress is also requesting a full breakdown of total funds collected from POS operators since collections began in May, alongside a transparent account of how those funds have been applied within the local council development area.

Critics of the levy have pointed to what they describe as crumbling infrastructure across the council area. They argue that residents and small business operators are being taxed without receiving corresponding improvements in services or physical conditions within the local government.

Questions have also been raised about federal allocations flowing to the council. Critics say rising federal transfers to the Olorunda LCD This makes the imposition of additional levies on low-income traders harder to justify, particularly where basic infrastructure remains in poor condition.

Reports of council spending on sports utility vehicles have added to the controversy. Operators and critics contend that funds available to the council should be channelled toward infrastructure and services rather than administrative expenditures that do not directly benefit residents or the business community.

Complaints about the levy extend beyond POS operators. Motorcycle operators, known as bikemen, and taxi drivers have also raised objections to fees charged by the council, with many saying they receive little or no service improvement in return for the levies they pay.

The petition filed on Wednesday named Comrade Alfred O. Some-fun as the lead advocate. It was submitted on behalf of POS operators, who registered concern that the levy was introduced without adequate public consultation or disclosure of the legal instrument empowering the council to impose it.

The African Action Congress has set a clear sequence of demands: first, an immediate suspension of the N300 weekly POS levy; second, publication of the legal basis for the charge; and third, a disclosed account of all revenue collected and how it has been spent since May.

The council chairman, Hon. Ajose Peter Kumayon, signed the April notice that formally introduced the levy. The African Action Congress has directed its ultimatum at the Olorunda LCDA administration and has not announced what further steps it will take if the seven-day window expires without a response.

Olorunda LCDA has not, according to the source material, issued any public statement in response to the petition or the ultimatum as of the time this report was filed. The council has also not publicly addressed the infrastructure or expenditure concerns raised by critics and operators.

The broader context of the dispute places it within a pattern of complaints by small business operators across local government areas about levies and fees charged by councils. Bikemen and taxi drivers in the area have separately voiced objections to charges they say deliver no tangible service in return.

The African Action Congress ultimatum on the N300 weekly POS levy in Lagos, anchored in the Wednesday petition by Comrade Alfred O. Some fun and operators place Olorunda LCDA under formal pressure to respond or face further action from the party.
