The declaration, which took effect on Monday, October 19, 2026, honours the former governor’s years of public service and his role in the state’s political and administrative development.

The directive was contained in a statement signed by the Secretary to the State Government, Dr Kingsley Emu. It outlines the state government’s official response to the death of a former leader who governed Delta State for eight years.

Uduaghan died on October 19, three days before his 72nd birthday.

The Delta State Government’s declaration establishes a three-day period of mourning in honour of the late former governor.

As part of the observance, Oborevwori directed that flags on public buildings across the state be flown at half-mast for the duration of the mourning period.

The measure serves as an official mark of respect for Uduaghan and his years of service to the state.

The directive was communicated by Emu in his capacity as Secretary to the State Government. The mourning period began on Monday, October 19, the day Uduaghan died.

The declaration places the former governor’s passing at the centre of official mourning in Delta State, where he held the highest political office between 2007 and 2015.

The state government’s decision follows the announcement of his death by his family.

Who Was Emmanuel Uduaghan?

Uduaghan was a medical doctor who moved into public administration before becoming governor of Delta State.

His career in government included several important positions. He served as Commissioner for Health from 1999 to 2003 before becoming Secretary to the State Government, a position he held from 2003 to 2007.

He subsequently won election as governor in 2007 and succeeded James Ibori.

Uduaghan served two consecutive terms, remaining in office until 2015. His administration covered eight years of political leadership in the oil-producing state in Nigeria’s South-South region.

His professional background in medicine preceded his involvement in state administration, where he held responsibilities relating to public health, government coordination and broader state affairs.

In a condolence message published by the State House on October 19, President Bola Ahmed Tinubu acknowledged Uduaghan’s years in public service and his contributions to Delta State.

“Dr Uduaghan was a public servant whose leadership was devoted to Delta State’s development and service to our nation,” Tinubu said.

The President also recalled Uduaghan’s earlier positions as Commissioner for Health and Secretary to the State Government before his election as governor.

Tinubu’s condolence message recognised Uduaghan’s role in Delta State’s development and his continued involvement in public affairs after leaving office.

According to the President, Uduaghan pursued efforts to improve infrastructure, healthcare delivery and the welfare of residents during his administration.

Tinubu noted that the former governor remained involved in the state’s political and socioeconomic landscape after completing his tenure in 2015.

The President extended his condolences to Uduaghan’s wife, Roli, his children, members of his family and his political associates.

He also expressed sympathy to the Delta State Government and residents mourning the former governor’s death.

“At this difficult time, I urge the people of Delta State to draw strength from the late governor’s years of service and the enduring relationships he built across the political and social terrain of our country,” Tinubu said.

He concluded his message by praying for the repose of Uduaghan’s soul and comfort for those grieving his death.

Uduaghan’s death on October 19 marked the end of a career that combined medicine with public administration and elected political leadership.

His time as governor placed him at the centre of Delta State’s government from 2007 to 2015. Before that, his work as commissioner and Secretary to the State Government gave him experience in the state’s administrative structure.

The former governor also remained a recognised political figure after leaving office, maintaining connections to Delta State’s political and public affairs.

The three-day mourning declaration provides the state government’s formal observance of his death, while the half-mast directive extends that tribute to public buildings across Delta State.

As the mourning period proceeds, the government’s announcement and the President’s condolence message reflect the official recognition of Uduaghan’s years in public service.

The declaration does not, by itself, establish details of any future funeral arrangements. Those details should be reported separately if confirmed by the family or the state government.
