The Federal Capital Territory (FCT) chapter of the Trade Union Congress (TUC) has directed its members to continue working despite an indefinite strike declared by the Nigeria Labour Congress (NLC), while the Arewa Consultative Forum (ACF) has urged the Federal Government to set clear timelines for easing economic hardship.

The two developments, reported on October 9, 2026, highlight separate concerns over workers’ welfare and the government’s response to economic pressures. In Abuja, labour organisations disagree over how to resolve teachers’ grievances, while the ACF is demanding measurable commitments on improving Nigerians’ living conditions.

FCT Strike: TUC Rejects NLC’s Directive

In a statement reported by Channels Television on October 9, the FCT TUC said it had not been consulted before the NLC announced its strike and was not involved in the meeting that produced the decision.

The NLC had directed public- and private-sector workers in the territory to begin an indefinite strike on October 7, following unresolved disputes between the FCT Administration and the Nigeria Union of Teachers (NUT).

The industrial action followed the expiration of a seven-day ultimatum issued to FCT Minister Nyesom Wike over the union’s demands concerning teachers’ promotions and welfare.

The TUC instructed its affiliated unions and members to report to work as usual. It also urged members to report attempts to pressure them into participating in industrial action it had not sanctioned.

The position does not mean the strike has been called off. Rather, it establishes a difference between the instructions issued by the two labour organisations, leaving workers affiliated with different unions with competing directives.

The TUC also called for consultation and the use of established industrial relations channels to resolve the dispute, warning that the disagreement could affect teachers, other workers and children’s access to education.

Teachers’ Promotions at the Centre of the Dispute

The NLC’s grievances include opposition to the vacancy requirement for teachers seeking promotion in the FCT. The union argues that qualified teachers should not have to wait for available vacancies before progressing in their careers.

It has also demanded a review of the treatment of eligible 2025 teachers seeking promotion examinations and the withdrawal of redeployment and demotion letters issued to directors in education-related agencies who benefited from provisions under the Harmonised Retirement Age for Teachers Act, 2022.

According to a report by Punch published on October 8, the NLC said the FCT Administration’s response to its ultimatum had failed to address the central issues.

The Academic Staff Union of Secondary Schools (ASUSS) in the FCT had also distanced itself from the strike, describing the action as premature and expressing concern about its possible consequences for students.

The union’s position, like that of the TUC, differs from the NLC’s decision to pursue industrial action.

For parents and students, the immediate concern is whether the disagreement will disrupt school activities. The available reports establish that the unions have adopted different positions, but they do not establish that all schools across the territory have closed.

ACF Demands Clear Timelines for Economic Relief

Separately, the ACF has urged President Bola Tinubu’s administration to acknowledge shortcomings in its assessment of the effects of economic reforms and explain when Nigerians can expect improvements in their living conditions.

The forum’s publicity secretary, Professor Tukur Mohammed-Baba, made the call during an interview with ARISE News on Thursday, as reported by Punch on October 9.

Mohammed-Baba argued that repeatedly asking Nigerians to be patient would not adequately address concerns about the cost of living. He called for specific targets against which citizens could assess the government’s performance.

He cited the purchasing power of the naira, rent, building materials, transportation and electricity costs as examples of the pressures facing households. He also raised concerns about road conditions and insecurity.

The ACF spokesman questioned whether the administration had adequately assessed the economic circumstances of Nigerians before introducing its reforms. He urged the government to explain what it intended to achieve within one, two and three years rather than relying on general assurances of eventual improvement.

His comments place the emphasis on measurable commitments and accountability for the effects of government policies.

Three Months Proposed for Initial Relief Measures

Mohammed-Baba also said three months should be enough time for the government to introduce measures capable of reducing some of the hardship experienced by Nigerians.

His statement was a proposal by the ACF spokesman, not an official government deadline or a confirmation that specific relief measures would be introduced within that period.

He called for more direct communication between the administration and citizens, arguing that the government should acknowledge the difficulties people face and explain how it intends to address them.

The ACF also criticised what Mohammed-Baba described as a disparity between the sacrifices expected of Nigerians and the conduct of political officeholders. He urged leaders to make realistic commitments rather than promises they could not fulfil.

The forum’s demand is therefore broader than a request for immediate relief. It wants the government to communicate clear objectives and provide a basis for assessing whether its policies are improving living conditions.

What Happens Next?

The FCT strike and the ACF’s economic demands concern different issues, but both have brought attention to questions about government accountability and the practical consequences of public policy.

In Abuja, the immediate issue is whether the FCT Administration and the NLC can resolve the teachers’ grievances while labour organisations maintain differing positions on the strike.

The TUC’s instruction to its members to continue working does not settle the dispute, and the available reports do not establish that the NLC has withdrawn its industrial action.

At the national level, the ACF wants the Federal Government to move beyond general assurances and set measurable targets for easing economic hardship. Its proposed three-month period for initial relief measures remains a recommendation rather than an agreed implementation schedule.

The next developments will depend on the response to the teachers’ demands and whether the government adopts the clearer economic targets sought by the ACF.
