“No More Wasteful Foreign Aid”: US House Votes to Slash Nigeria Aid Over Christian Persecution Claims.

The United States House of Representatives has approved sweeping measures that could see all American assistance to Nigeria withheld, citing what lawmakers called the federal government’s failure to stop violence and protect vulnerable communities, including Christians. The move, passed during consideration of the fiscal 2027 State Department spending bill, has sparked fresh debate in Abuja and Washington over religious freedom, security, and the future of US-Nigeria relations.

From 50% to 100%: The Amendment That Changed Everything

The House passed the broader spending bill on Wednesday by a vote of 217-209, largely along party lines. Initially, the bill proposed withholding 50% of US funds for Nigeria until the Secretary of State certifies that Abuja has taken “effective steps to prevent and respond to violence and hold perpetrators accountable”. That threshold was raised to 100% after an amendment sponsored by Republican Congressman Gregory Steube was adopted by voice vote.

Announcing the vote on X, Steube wrote: “My amendment to withhold 100% of U.S. aid to Nigeria until its government stops the slaughter of Christians has passed. American taxpayers should never bankroll governments that turn a blind eye while Christians are abducted, tortured, and murdered. No more wasteful foreign aid”.

On the House floor, Steube argued that Nigeria “has faced a horrific wave of violence that its corrupt government has failed to address,” and that withholding only half the funding would reward inaction.

The Conditions Attached to US Assistance

The legislation does not cut aid permanently. It sets three key conditions Nigeria must meet to receive full funding:

1. Security and Accountability: Taking “effective steps to prevent and respond to violence and hold perpetrators accountable”. The bill specifically mentions investigating and prosecuting violence committed by “Fulani ethnic militias” and jihadist extremists.

2. Support for Victims: Prioritizing resources for victims of violence, including internally displaced persons, and facilitating the “safe return, resettlement, and reconstruction of communities impacted by the violence”.

3. Protection and Religious Freedom: Lawmakers also want Nigeria to bolster faith-based organizations’ response in affected areas and address compliance with the International Religious Freedom Act.

Congressman Riley Moore, who serves on the Appropriations Committee, said the bill “takes serious steps to address this crisis” and requires Nigeria to focus on preventing atrocities and advancing religious freedom.

A Broader Congressional Push

This is not an isolated action. Earlier this year, the House Appropriations and Foreign Affairs Committees delivered a joint report to the White House after on-the-ground visits to Nigeria, calling for withholding government-to-government funding until action is taken on religious violence.

Separate legislation has also been introduced. Reps. Riley Moore and Chris Smith sponsored the Nigeria Religious Freedom and Accountability Act of 2026 (HR 7457), which would require the Secretary of State to submit a comprehensive report on US efforts to address religious persecution and mass atrocities against Christians in Nigeria.

Another measure, H. Res. 860 introduced by Reps. Bill Huizenga and Chris Smith, commended President Trump’s redesignation of Nigeria as a “Country of Particular Concern” in October 2025 and called for sanctions against individuals supporting the violence. Trump’s CPC designation reversed a decision made by the Biden administration in 2021.

What’s at Stake for Nigeria

While the bill restricts general aid, it carves out specific funding. Lawmakers directed money from a $235 million security pool toward violence in Nigeria’s Middle Belt and Benue State, support for IDPs, and “atrocity response projects, particularly through faith-based organisations”.

The bill also recommends an additional $2 million for “atrocity prevention” and maintains support under International Narcotics Control and Law Enforcement to professionalize Nigerian law enforcement. However, none of the funds may be obligated except through “regular notification procedures,” giving Congress oversight on every dollar.

The State Department has acknowledged the gravity of the situation. A department official told Military.com that “The level of violence against Christians in Nigeria is appalling” and that “Authorities must address the threats posed by terrorist groups like Boko Haram and ISIS-West Africa… and targeted violence perpetrated by Fulani ethnic militia”.

Abuja’s Response and the Bigger Picture

Nigeria has consistently pushed back on claims of religious persecution. The government insists security challenges stem from terrorism, banditry, and communal conflict, not state policy.

As of press time, the Minister of Information and National Orientation, Mohammed Idris, declined to comment on the bill. Observers note the silence reflects the sensitivity of managing diplomatic ties with Washington amid heightened scrutiny.

Civil society groups and religious leaders continue to urge the government to intensify efforts to curb violence affecting both Christian and Muslim communities, particularly in the North-Central and North-East.

The House version must still be reconciled with the Senate and signed into law before taking effect. For now, the vote signals a hardening stance in Congress toward Nigeria, linking US taxpayer dollars directly to measurable progress on security and religious freedom.

For a country already grappling with inflation, insecurity, and humanitarian needs, the prospect of a full aid freeze adds another layer of pressure on the Tinubu administration to demonstrate results, and fast.
