Jigawa IGR Rises From N1.1bn to N5.2bn Monthly — Gov Namadi

Jigawa State’s average monthly internally generated revenue has risen from about N1.1bn in 2023 to more than N5.2bn in 2025, Governor Umar Namadi has disclosed.

Namadi attributed the increase to reforms and measures aimed at strengthening the state’s revenue base as his administration implements its 12-Point Agenda.

The governor disclosed this at the fourth interactive session with the Forum of Jigawa Academics, held recently at the Government House, Dutse.

He said the state’s annual internally generated revenue also increased from about N27.5bn in 2023 to more than N66bn in 2025.

The governor presented the revenue figures while reviewing the administration’s performance since assuming office in May 2023 and outlining its priorities for the next phase of development.

Namadi said the government would increasingly rely on knowledge, research and evidence to guide policy decisions and determine which programmes were delivering measurable results.

“Our last engagement here in May 2025 focused principally on accountability. Today’s session, the fourth in the series, must go further by interrogating evidence, refining policy, and identifying how knowledge can accelerate the next stage of our mission,” he said.

The governor described the 12-Point Agenda as a framework for assigning responsibilities, tracking implementation and measuring results, saying it had continued to evolve in response to evidence, changing realities and the aspirations of the people.

He said the administration’s next phase would focus on completing ongoing programmes, establishing through evidence what works and institutionalising successful reforms.

“Alhamdulillah, the progress recorded since we assumed office reflects a consistent direction: building an inclusive and productive economy, expanding human-development opportunities, strengthening infrastructure, protecting vulnerable citizens, improving environmental resilience, and reforming public institutions,” Namadi said.

The governor linked the improvement in revenue generation to the broader objective of strengthening the state’s capacity to finance development and reduce dependence on external resources.

He said agriculture remained a major component of the state’s economic transformation strategy, with the government working to move the sector from subsistence production to a mechanised and market-oriented system.

Namadi said the government had established the Jigawa Agricultural Transformation Agency, created a dedicated Ministry of Livestock Development and incorporated the Jigawa Farm Mechanisation Company to improve service delivery across the agricultural value chain.

He said the mechanisation company would operate 60 centres with 400 tractors and 60 combine harvesters, including 100 tractors procured through the President’s Food Security Support Intervention.

The state, he added, had also developed partnerships with national and international institutions in rice production, seed systems, livestock, dairy development, horticulture, irrigation, mechanisation and agro-processing.

The governor said the administration was also investing in agricultural research, including support for 10 PhD and MSc researchers under the Wheat Value Chain Research Programme.

He added that more than 80 Jigawa academics had received postgraduate training in agricultural disciplines, while more than 100 livestock officers were undergoing specialised training through the state’s partnership with India’s National Dairy Development Board.

On education, Namadi said the state had continued to allocate at least 26 per cent of its annual government expenditure to the sector.

He listed interventions in school infrastructure, instructional materials, ICT-enabled learning, teacher development, girl-child education, Tsangaya, nomadic and mass education.

The governor said 7,500 J-TEACH personnel had been recruited in basic education, with 3,000 becoming permanent and pensionable teachers after training and selection.

He said arrangements had been concluded for the recruitment of another 4,000 J-TEACH personnel and 660 permanent teachers.

At the post-basic level, Namadi said almost 2,000 J-TEACH personnel had been recruited, with 1,000 gaining permanent and pensionable status.

He added that more than 2,100 graduate teachers had been deployed, while about 270 additional teachers and hundreds of non-teaching staff had also been employed.

At the tertiary level, the governor said the state had supported its seven institutions through infrastructure development, accreditation, utilities, institutional strengthening and staff development.

He added that more than 90 academic staff had been sponsored for higher-degree programmes in India.

In healthcare, Namadi said 180 apex primary healthcare centres had been revitalised to provide 24-hour services, while General Hospitals in Gwiwa, Garki, Gantsa, Guri and Gwaram had been completed and equipped.

He said new hospitals were being developed in Kafin Hausa and Ringim, while the Kazaure Specialist Hospital had been opened.

The administration, according to him, had recruited more than 1,370 permanent and pensionable health workers and expanded specialist services, including free dialysis and treatment for diabetes, hypertension and sickle-cell disease.

On infrastructure, Namadi said more than 300 kilometres of inherited road projects had been completed, while 59 construction, rehabilitation and maintenance contracts covering about 1,100 kilometres had been awarded since 2024.

He put the combined inherited and newly awarded road portfolio at about 1,500 kilometres, valued at approximately N420bn.

The governor also highlighted investments in power, water, environmental protection, youth and women empowerment, social protection and investment facilitation as part of the administration’s wider development programme.

He said the state’s renewable-energy initiatives and waterway rehabilitation programmes were intended to support economic activities and improve living conditions.

Namadi said the government’s development strategy was also aligned with the Federal Government’s Renewed Hope Agenda, particularly in food security, economic diversification, infrastructure development, livelihoods and human-capital development.

He said federal interventions in agriculture, education, water supply, roads, SME financing, skills development and social protection had complemented the state’s own development efforts.

The governor urged the academics at the forum to contribute research and practical ideas that could help the government address emerging challenges and improve the effectiveness of its programmes.

He said the government was particularly interested in evidence that could guide decisions on how to sustain the gains already recorded and identify areas requiring further intervention.

West Trybe reports that the rise in Jigawa’s internally generated revenue from an average of about N1.1bn monthly in 2023 to more than N5.2bn in 2025 represents a major shift in the state’s revenue position, according to Governor Namadi. The increase comes as the administration links fiscal reforms with investments in agriculture, education, healthcare and infrastructure, while seeking to use research and evidence to guide its next phase of development.
