LAWMA confirmed the action covers six private sector participation operators across communities, including Igbogbo-Baiyeku, Olorunda, Ojo, Orile Agege, Ajeromi-Ifelodun, and Ojodu. The authority cited insufficient capacity to meet required service delivery standards in each of those areas. The affected zones collectively represent a significant portion of the residential waste collection network across both the Lagos mainland and its outlying districts.

Dr. Muyiwa Gbadegesin, the Managing Director and Chief Executive of LAWMA, disclosed the decision on Tuesday at a management briefing held at the authority’s head office in Ijora-Olopa. Five operators were terminated outright, while one withdrew voluntarily. Senior LAWMA officials and members of the press were present at the briefing, where Gbadegesin outlined the regulatory basis for each action taken against the named companies.

K-HS Integrated Services, formerly known as Gboleybos Nigeria Limited, was the operator that chose to leave its Igbogbo-Baiyeku service area on its own terms. The remaining five: Deshasat Enterprises, Bailas Nigeria Company, Guestimate Environmental Protection Company, Evabol Ventures, and Korad Closet Empire Limited, had their licenses terminated by LAWMA directly.

Each of those five companies served a named ward or zone. Deshasat Enterprises covered Ibereko in Olorunda, while Bailas Nigeria Company was responsible for Sabo Oniba in Ojo. Guestimate Environmental Protection Company operated in Papa Ashafa II in Orile Agege, and Evabol Ventures served Oluwa 1 in Ajeromi-Ifelodun. LAWMA’s review found that each of these operators had failed to maintain adequate equipment, staffing levels, or collection frequency relative to the population density of their assigned zones.

Korad Closet Empire Limited, the sixth operator, held the Oke-Ira/Powerline zone in Ojodu. Together, the six zones now face a gap in scheduled waste collection that LAWMA said it intends to address through reassignment measures.

Gbadegesin, who addressed officials and reporters at the briefing, said the move was driven by the authority’s obligation to protect residents from poor service. “Our responsibility is to ensure that every operator serving Lagos residents has the capacity to deliver reliable and efficient waste collection services,” he said.

He added: “Where an operator is unable to meet the required capacity, we will take the necessary regulatory action to protect service delivery and the interests of residents.” The briefing produced no timeline for when replacement operators would be named.

What the authority did confirm was that continuity of waste collection in the affected areas remains a priority. Gbadegesin said measures would be taken to ensure services continue without extended interruption and urged residents to keep using approved waste management channels in the meantime.

Tuesday’s announcement is not the first time LAWMA has moved against underperforming PSP operators this year. In May, the authority revoked licenses and restructured collection routes across other parts of Lagos following a separate operational review. That earlier round of enforcement affected a different set of zones and was similarly preceded by internal capacity assessments conducted by LAWMA’s regulatory unit.

The pattern points to a sustained enforcement posture inside LAWMA’s regulatory unit. Gbadegesin confirmed Tuesday that the latest action forms part of broader efforts to rebuild the PSP system through stronger performance standards, improved service coverage, and tighter regulatory oversight.

The PSP framework, through which private companies are licensed to handle residential waste collection across Lagos, is central to the state’s sanitation model. When an operator loses its license, the communities it served revert to direct LAWMA management pending reallocation.

No date was given for when the six zones will have new licensed operators in place. That gap is the most pressing unanswered question for residents in Igbogbo-Baiyeku, Olorunda, Ojo, Orile Agege, Ajeromi-Ifelodun, and Ojodu who depend on scheduled PSP collection.

LAWMA asked residents in those communities to continue using only approved waste management channels while the authority works to restore full service coverage to areas now without an active licensed PSP operator.
