Ikire killings: Osun State Governor Ademola Adeleke has established a Coroner Inquest/Panel of Inquiry to investigate the deaths, shootings, injuries and violence that occurred at Naira and Kobo Junction and the Motor Park/Garage Area in Ikire, Irewole Local Government Area. The probe will examine what led to the August 24 violence, the roles played by security operatives and whether anyone bears criminal responsibility for the deaths.

The Executive Order establishing the panel was announced on Saturday, August 29, and takes effect on Monday, August 31. The move follows an incident that left two people dead and three police officers injured, according to the Osun State Government and police accounts.

What Happened During The Ikire Violence

The violence broke out on August 24 around Naira and Kobo Junction, where police officers responded to a distress call over an alleged attempt to take control of the motor park.

According to the Osun State Police Command, officers were confronted by a group of armed hoodlums during the incident. The police said an AK-47 rifle was taken from one of the officers and was subsequently used during the attack.

The confrontation resulted in the deaths of two passers-by, while three police officers were injured, police said. Four suspects had also been arrested by the Osun State Police Command in connection with the incident as of August 27, while efforts continued to apprehend other suspects.

The incident caused disruption around the busy transport area and heightened concerns over security in Ikire, a major commercial town in Irewole Local Government Area.

What Adeleke’s Ikire Probe Will Investigate

Under the Executive Order, the Coroner Inquest/Panel of Inquiry is expected to establish the circumstances surrounding the shootings and deaths, determine the identities and number of victims, and identify the immediate and underlying causes of the violence.

The panel will also examine whether criminal responsibility is connected to the deaths.

A major part of the inquiry will focus on the actions of security operatives during the incident. The panel is expected to determine whether live ammunition or other weapons were used and whether their use complied with applicable laws, rules of engagement and human rights standards.

The investigation will not be limited to security personnel. The panel can examine the actions or omissions of individuals and groups, including political actors, transport union members, public officials and others who may have contributed to the violence.

The inquiry can also recommend prosecution, disciplinary measures, compensation for victims and institutional reforms to prevent similar incidents from happening again.

Who Will Serve On The Panel?

Magistrate Ayokunle Shiyanbola will chair the seven-member panel, while Mr Abiodun Badiora will serve as secretary. Other members include retired AIG Dr Aderanti C. Kayode, Mr Dele Akintayo, representing the Nigerian Bar Association, and Comrade Wale Balogun, representing civil society organisations.An Ikire community representative is also part of the panel, alongside Dr Babatunde Afolabi, who will serve as the medical and forensic representative.

The composition gives the inquiry legal, security, medical, civil society and community representation as it examines the events surrounding the killings.

Evidence And Witnesses To Be Examined

The panel has been given powers to summon witnesses, request relevant records, inspect the scene and receive oral and documentary evidence.

The governor also directed the preservation of materials that could help establish what happened, including police records, communication logs, duty rosters, medical and forensic documentation, photographs, videos and other evidence relevant to the inquiry.

The Executive Order further calls for measures to protect witnesses and families of the victims from intimidation or retaliation.

The government has invited victims’ families, eyewitnesses, journalists, transport workers, police officers, medical personnel, civil society organisations, political parties, community leaders, human rights activists and other interested persons with relevant information to submit evidence or memoranda to the panel.

When Will The Ikire Panel Submit Its Findings?

The panel is expected to begin sitting within seven days of its inauguration. Its final report is expected within 30 days from the date of its first sitting, although the period may be extended if necessary with the approval of the governor.

That means the next stage of the process will centre on gathering evidence, hearing from witnesses and examining the circumstances that led to the violence.

The inquiry is also expected to consider measures for maintaining peace in Ikire while its work continues.

The state government has said the inquiry is intended to establish the facts and ensure accountability rather than target any particular person or group.

Adeleke has assured residents, the families of those killed and the injured that the investigation will be conducted thoroughly, fairly and transparently.

The Executive Order states that anyone found culpable should not be shielded because of their position, political connection or institutional affiliation. At the same time, the government stressed that allegations must be established with credible evidence before responsibility can be assigned.

The approach puts the findings of the panel at the centre of the next stage of the matter.

For residents of Ikire and the families affected by the violence, the key question now is whether the inquiry will provide clear answers about how the incident unfolded and lead to meaningful action based on its findings.

Two people were killed and three police officers were injured in the August 24 violence. The panel now has the task of establishing what happened, who was responsible and what should be done to prevent another outbreak of violence in Ikire.
