Federal Government Rolls Out 2026 Fiscal Policy Measures and Tariff Amendments to Boost Industry, Ease Costs.

The Federal Government has approved the implementation of the 2026 Fiscal Policy Measures, a sweeping review of Nigeria’s import tariffs, excise duties and trade protections designed to ease inflation, strengthen local manufacturing, and align the country with ECOWAS and AfCFTA commitments. Signed in a circular dated April 1, 2026 by the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, the measures supersede the 2023 Fiscal Policy Measures and took effect from April 1, 2026.

A Shift in Nigeria’s Revenue and Trade Strategy

At the core of the 2026 FPM is a deliberate pivot: moving away from over-reliance on import duties and shifting more of the tax burden toward consumption. The goal is to stabilize government revenue through broader, more predictable sources like VAT and excise duties, while using tariffs as a tool for targeted industrial and trade regulation.

The framework was issued under Nigeria’s commitments to the ECOWAS Common External Tariff 2022–2027 and the African Continental Free Trade Area. It also introduces Supplementary Protection Measures aimed at balancing domestic industrial protection with regional trade obligations.

Key Tariff Changes: Relief for Consumers and Industry

The new policy introduces a revised schedule covering 127 tariff lines with reduced import duties to support critical sectors of the economy. The cuts cut across food, industrial inputs and capital equipment.

Some of the most notable adjustments include:

Passenger vehicles: Total effective tariff dropped from 70% to 40% for fully built units, four-wheel drive vehicles and station wagons.

Mass transit buses, electric vehicles and manufacturing machinery: Now enjoy zero-duty status.

Food items: Bulk rice reduced to 47.5% from 70%, broken rice to 30%. Crude palm oil down to 28.75% from 35%. Raw cane sugar and refined salt also saw reductions from 70% to between 55% and 57.5%.

Other goods: Anti-malarial medicaments set at 20%, envelopes at 40% from 50%, diaries and notebooks at 30% from 40%.

The National List of 127 items, largely intermediate goods and industrial inputs, will attract concessional tariffs of 0-10% to enhance manufacturing competitiveness.

To protect local industry, the government also introduced an Import Adjustment Tax on 192 tariff lines, and raised tariffs on a range of finished goods including food, plastics, textiles and metal products, with combined duties and levies now between 20% and 70%. This, analysts say, raises the landing cost of imports and strengthens domestic producers.

There is also an import prohibition list covering 17 items from non-ECOWAS countries, including maize starch, petroleum oils containing PCBs, and parts of bovine animals.

Excise Duties and Green Tax

Alongside tariff changes, the government approved a new excise duty regime and a Green Tax Surcharge covering non-alcoholic beverages, alcoholic beverages, cigarettes and tobacco products. These are scheduled to take effect from July 1, 2026.

The Green Tax also targets selected categories of imported vehicles, while giving exemptions to electric vehicles and mass transit buses as part of efforts to align fiscal policy with environmental considerations.

What It Means for Businesses and Consumers

The Centre for the Promotion of Private Enterprise described the measures as a decisive pivot toward strengthening domestic production, deepening industrialisation and reducing import dependence. For investors, CPPE notes incentives for expansion of manufacturing capacity, backward integration, and investment in import-substitution industries.

On the consumer side, the tariff cuts on food and vehicles are expected to ease cost pressures amid high inflation. The zero-duty status for agricultural and industrial machinery is also seen as a boost for productivity.

However, some experts have flagged policy tension. For years, government has pushed rice self-sufficiency through high tariffs. The sudden reduction in rice duties now appears to contradict that stance.

Transition and Long-Term Roadmap

To ease the transition, the government granted a 90-day grace period for importers who opened Form ‘M’ before April 1, 2026 to clear goods at the old rates. All new transactions from that date are subject to the revised regime.

Looking ahead, the circular states that from January 2027, all Import Adjustment Taxes except those on the AfCFTA 3% list will be gradually reduced annually until full elimination to 0% by 2036, in line with ECOWAS/AfCFTA commitments.

The 2026 Fiscal Policy Measures reflect a broader economic strategy: protect local industry without shutting out trade, provide immediate relief on essentials, and build a tax system less vulnerable to trade volatility.

With implementation now underway, businesses across manufacturing, agriculture, automotive and FMCG sectors will be watching closely to see how the balance plays out between cheaper imports, higher duties on finished goods, and new excise pressures.

For many Nigerians, the immediate test will be at the market and the showroom, whether lower tariffs on rice, vehicles and inputs translate to real relief before the next phase of excise adjustments kicks in on July 1.
