Kano Hisbah Arrests TikToker, Two Women Over Alleged Immoral Videos

The Kano State Hisbah Board has arrested TikTok personality Amani Ishaq and two other women over videos allegedly considered contrary to the state’s religious and moral standards.

The board’s Deputy Commander, Dr Mujahid Aminuddeen, confirmed the arrests in a statement, identifying the other women as Hauwa Khamis and Sa’adatu Muhammad.

According to the board, the three women appeared before Magistrate Court No. 5 on Court Road, Kano, as investigations into the videos continued. However, the board did not provide details of the specific charges filed against them or disclose the conditions under which they might be granted bail.

The arrests have drawn attention to the Hisbah Board’s enforcement of religious and moral standards in Kano State, particularly regarding the activities of social media users and content creators whose videos attract public attention.

The board specifically accused Ishaq of posting dance videos on TikTok containing material it considered inconsistent with Islamic teachings and standards of proper upbringing. It said the content was being examined to determine the next course of action.

The statement did not provide further details about the videos, including when they were posted, the specific scenes considered objectionable or whether the three women were accused of participating in the same content.

The circumstances surrounding the arrests and the nature of the proceedings against the women also remained unclear from the information made available by the board.

Their appearance before the magistrate court marks a further development in the case, although the available information does not establish whether formal charges have been filed or whether the court has made any substantive ruling on the allegations.

The arrests come amid continuing public attention to the relationship between social media entertainment, personal expression and the enforcement of religious and moral regulations in Kano, where the Hisbah Board operates within the state’s religious and legal framework.

TikTok has become a popular platform for sharing short videos featuring dancing, comedy, music, lifestyle content and other forms of entertainment. Its growing use has also made online personalities increasingly visible, with their content reaching audiences beyond their immediate communities.

For content creators, the platform provides an avenue to build audiences, express themselves and engage with followers. However, online activities can also attract scrutiny from authorities and members of the public when the material is considered inconsistent with prevailing social, cultural or religious expectations.

In Kano, the Hisbah Board is associated with the enforcement of regulations relating to public morality and religious conduct. Its activities have periodically brought it into contact with individuals whose public appearances or online content it considers inconsistent with the standards it seeks to uphold.

The case involving Ishaq, Khamis and Muhammad has therefore brought renewed attention to how the board handles social media content it considers objectionable and the legal procedures that follow when individuals are accused of violating applicable rules.

The available information, however, does not indicate which specific legal provisions the board believes the women may have violated. It also does not establish whether the allegations relate exclusively to the content of the videos or whether investigators are examining other circumstances surrounding their publication.

Details of the next court hearing were not provided. Neither were the women’s responses to the allegations, and no information was made available about whether they were represented by lawyers or had been granted bail.

These details will be important in clarifying the legal status of the case and the specific allegations the women may be required to answer.

The distinction between an allegation and a proven offence remains central to the proceedings. An arrest or appearance in court does not, by itself, establish that a person has committed an offence. The allegations against Ishaq, Khamis and Muhammad remain unproven based on the information available.

The case also highlights broader questions about the boundaries between the enforcement of public morality rules and freedom of expression, particularly as digital platforms become more prominent spaces for entertainment and public engagement.

Such questions are likely to depend on the precise allegations, the applicable legal provisions and the procedures followed by the relevant authorities and the court. Without details of the charges or the court’s decisions, it would be premature to draw conclusions about the legal merits of the case.

The Hisbah Board has said it is examining the videos to determine the next course of action, but it has not disclosed when its investigation is expected to be concluded or whether further proceedings are planned.

West Trybe reports that the arrests place the regulation of social media content under renewed scrutiny in Kano, with the outcome of the case likely to depend on the specific allegations presented, the applicable legal framework and the judicial process. Further details from the board or the court would help establish the circumstances of the arrests and clarify the legal position of the three women.
