The ADC has accused President Bola Tinubu of turning the Federal Government’s proposed ₦50,000 cash relief into an election gimmick, alleging that the intervention is designed to regain public support ahead of the 2027 general elections rather than provide a lasting solution to Nigeria’s economic difficulties.

The African Democratic Congress made its position known on Saturday, October 31, through a statement signed by its National Publicity Secretary, Bolaji Abdullahi, following the Federal Government’s announcement of the National Emergency Relief and Stabilisation Intervention (NERSI).

The opposition party questioned why the administration was introducing another financial assistance programme after Nigerians had endured years of rising living costs, arguing that the timing of the announcement raised concerns about the government’s intentions.

It also linked the intervention to its campaign promises on affordability, purchasing power and reducing the cost of living, accusing the Tinubu administration of responding to growing public dissatisfaction.

In its statement, the ADC alleged that the latest intervention was a reaction to the opposition party’s growing emphasis on economic affordability ahead of the next presidential election.

Abdullahi described the President as being in “full panic mode“, arguing that the government had recently announced several relief measures without delivering the expected benefits to ordinary Nigerians.

He recalled the proposed $1 billion Renewed Hope Social Intervention Fund announced in August, a 30-day fuel discount, cheaper transportation reportedly scheduled to begin across states from October 1, and a proposed ₦70,000 transportation allowance for workers.

The party questioned the outcomes of these announcements, arguing that Nigerians had yet to experience the level of relief expected from the measures.

“Since the ADC and our Presidential Candidate, Atiku Abubakar, have made affordability and reducing the cost of living the cardinal focus of our campaign, the government has been announcing one desperate intervention or another,” Abdullahi said.

The party maintained that the latest ₦50,000 proposal appeared to be another attempt to respond to public dissatisfaction rather than part of a comprehensive economic protection strategy.

Beyond questioning the timing of the intervention, the opposition party also challenged the purchasing power of the proposed payment.

With households continuing to contend with the cost of food, transportation, fuel and healthcare, the ADC argued that ₦50,000 would provide limited relief against the financial pressures facing ordinary Nigerians.

“What exactly is N50,000 supposed to buy in Tinubu’s Nigeria today? How much food can a family purchase with that amount? How much transport can it cover? And for how long?” Abdullahi queried.

He further argued that increases in petrol prices had affected other essential expenses, making it difficult for households to maintain their purchasing power.

The party accused the administration of failing to adequately incorporate social protection measures into its economic reform plans from the beginning.

It questioned why financial assistance was being introduced at this stage if the government had the resources to support vulnerable households earlier.

“If they could give N50,000 to vulnerable Nigerians, why didn’t they factor it into reform plans from day one rather than make it an election-season handout?” the ADC spokesperson asked.

What Tinubu’s Government Says About the N50,000 Programme

The Federal Government announced the NERSI intervention on Friday, October 30, through the Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro.

According to the minister’s statement, the initiative is a presidential intervention designed to provide immediate financial assistance to vulnerable Nigerian households struggling with rising food prices and the cost of essential goods.

Doro explained that eligible beneficiaries would receive ₦50,000, with payments delivered through licensed digital financial service providers.

Beneficiaries are expected to receive text messages from approved providers requesting their consent before the money is transferred directly into their bank accounts or mobile wallets.

The minister also clarified that Nigerians do not need to submit applications, pay registration fees or engage agents to access the programme.

He described NERSI as complementary to existing government social protection initiatives, adding that it would be reviewed periodically to reflect changes in the cost of living.

However, an important detail remains unclear in the government’s public information. While the October 30 ministerial announcement describes the ₦50,000 support as a monthly payment, the official NERSI website’s frequently asked questions section describes it as a one-off grant.

The difference between a recurring monthly payment and a single disbursement is significant, particularly for households trying to understand the extent of the promised assistance.

The ministry’s public information will therefore need to provide consistent clarification on the payment structure.

ADC Raises Questions Over Previous Cash Transfers

The opposition party also questioned the accountability of previous government cash transfer programmes, citing findings contained in the Auditor-General of the Federation’s 2024 annual report on non-compliance and internal control weaknesses in federal ministries, departments and agencies.

The report examined transactions involving the National Cash Transfer Office during the 2023 financial year.

According to the audit findings, electronic transfers totalling ₦33.751 billion were recorded for 3,295,207 households and beneficiaries across 35 states.

However, auditors said the payment vouchers did not contain complete beneficiary details, while the office failed to provide the Remita statement needed to reconcile the payments with the National Social Register and National Beneficiary Register.

The report further stated that efforts to obtain the necessary records were obstructed by the office’s accounts staff, preventing auditors from establishing whether the intended beneficiaries actually received the money.

The Auditor-General recommended that the National Programme Manager account for the ₦33.75 billion and provide evidence of payment to the National Assembly’s Public Accounts Committees.

The report did not establish that the entire amount had been stolen. Rather, it identified insufficient documentation and verification as serious accountability concerns.

The ADC referenced these findings while questioning whether the government had addressed the issues surrounding earlier interventions before introducing another programme involving public funds.

The party asked whether those responsible had been held accountable and how Nigerians could be expected to trust another large-scale cash transfer initiative without satisfactory explanations about previous disbursements.

ADC Calls for Lasting Solutions to Economic Hardship

The party maintained that periodic cash payments would not resolve the underlying problems affecting Nigerian households.

It argued that meaningful economic relief must involve restoring citizens’ purchasing power and reducing the cost of essential goods and services, particularly food, energy and transportation.

For the ADC, the government’s intervention raises questions about the difference between providing temporary financial assistance and implementing policies capable of improving household living conditions over the long term.

Its criticism comes as political parties position themselves ahead of the 2027 general elections, with economic hardship, affordability and citizens’ welfare becoming prominent issues in the political debate.

While the Federal Government presents NERSI as an emergency response to rising living costs, the ADC has challenged the timing, adequacy and accountability of the initiative.

The effectiveness of the programme will ultimately depend on its implementation, the number of vulnerable households reached, the consistency of payments and whether the government can demonstrate that public funds are reaching their intended recipients.
